Moving from Dubai to the UK: Transfer of Residence Relief Explained

What ToR actually is

Transfer of Residence relief is HMRC’s scheme for people moving their home to the UK. It waives duty and import VAT on used personal belongings. It is not automatic and it is not applied for by your mover on the day — you apply, HMRC issues a reference, and that reference goes on the customs declaration.

To qualify you normally need to have:

• lived outside the UK for at least 12 consecutive months,
• owned and used the goods for at least 6 months before importing,
• be bringing them for your own use, not for sale.

The one mistake that costs money

The ToR reference must exist before the shipment is declared. Applying after the container has arrived does not retrospectively fix a held container. What happens instead is storage charges accruing at the port while the application is processed, and the shipment assessed for duty and VAT in the meantime.

HMRC typically takes 2–3 weeks. Sea freight from Jebel Ali takes 4–6 weeks port to port. Those overlap comfortably if you apply when you book — and not at all if you apply when the vessel sails.

Which port, and why it matters

Three ports handle most UK household cargo, and the inland haulage to your address differs substantially:

• Felixstowe — the largest container port; good for the east and the Midlands.
• Southampton — better for the south and south-west.
• London Gateway — closest for London and the south-east.

A Manchester address served through Southampton pays for a long road leg that Felixstowe would have avoided. Ask which port your quote assumes.

Post-Brexit reality

Since Brexit, goods arriving from the UAE and goods arriving from the EU follow the same third-country procedure. This caught out a lot of people who had previously shipped via Europe and assumed the EU leg simplified things. It does not. Route on cost and transit, not on an assumption about customs.

Documents

• Approved ToR reference number from HMRC.
• Passport copy with the UAE residence visa and exit stamp.
• Proof of UK address — tenancy agreement or property purchase documents.
• Itemised, valued packing list.
• Bill of lading, issued once loaded.

Bringing a car

A vehicle may travel under ToR if you have owned and used it abroad for at least six months. It is declared to HMRC, then registered with the DVLA, which requires an approval certificate confirming UK construction and emissions standards. Left-hand drive cars are legal to register but the headlights must be adjusted for driving on the left. A vehicle brought in without ToR approval attracts duty and VAT on its value.

Start the UAE deregistration early: outstanding finance and unpaid traffic fines both block the export certificate.

Pets

Cats and dogs enter with a microchip fitted before the rabies vaccination, a valid rabies vaccination, and an animal health certificate from an official vet. Dogs additionally need tapeworm treatment given between one and five days before arrival. Animals must travel with an approved transport company on an authorised route — arriving outside those routes can mean quarantine at your cost.

Delivery in the UK

The last hundred metres are where UK moves get expensive. A 40ft trailer frequently cannot reach a residential street, so a smaller shuttle vehicle does the final run. In London and most city centres a parking suspension must be booked with the borough in advance — typically several working days — or there is nowhere legal for the vehicle to stand. Georgian and Victorian terraces have narrow stairwells, and above the first floor an external furniture hoist is sometimes the only way.

All of that is priced at survey. None of it is a surprise unless nobody looked.
