Moving from Dubai to India: Transfer of Residence and Baggage Rules

India’s Transfer of Residence gives concessional duty on a defined list of items, not blanket exemption — it is notably less generous than EU relief. Unaccompanied baggage must arrive within a set window around your own arrival to qualify, and the port matters: Nhava Sheva, Mundra, Chennai and Cochin serve very different parts of the country.
Transfer of Residence is not the EU
This is the single most common misunderstanding on this corridor. European relief waives duty on used personal effects almost entirely. India’s Transfer of Residence (TR) under the Baggage Rules gives concessional duty on a defined list of items. It is a reduction, not an exemption, and appliances in particular are routinely assessed.
Budget for duty rather than assuming it away. A quote that shows zero destination duty on an Indian household move is a quote that has not been read properly.
The timing window
Unaccompanied baggage must arrive within a set window around your own arrival in India to qualify for TR. Shipping months ahead — which people do when a lease ends early — can forfeit the relief entirely.
Practically: book the freight so the container lands close to your own travel date, not as early as possible. Relief requires proof of continuous stay abroad, and the qualifying period differs for returning Indian nationals and for foreign residents.
Which port
India is large enough that the discharge port dominates your inland cost:
- Nhava Sheva (JNPT) — Mumbai and the west.
- Mundra — Gujarat and the north.
- Chennai — the southeast.
- Cochin — Kerala.
Inland haulage between these is a major cost line. A Bengaluru address served through the wrong port pays for hundreds of kilometres of road that a different routing would have avoided. Confirm which port your quote assumes and what the inland leg costs.
Colombo is one of the shortest corridors from Jebel Ali and is a major transhipment hub, so sailing frequency to Indian ports is generally good — schedules are reliable and cut-offs are worth meeting.
Documents
- Passport copy with the UAE residence visa and exit stamp.
- Itemised, valued packing list — customs reads this, and valuation is where the cost is decided.
- Bill of lading or air waybill.
- Proof of continuous residence abroad — employment or tenancy records covering the qualifying period.
- Transfer of Residence declaration, confirming you are returning to settle rather than visiting.
- Authorisation for the clearing agent.
Clearance is handled by the Central Board of Indirect Taxes and Customs (CBIC).
What not to ship
Beyond the universal refusals — flammable liquids, gas cylinders, aerosols, paint, ammunition — India adds its own:
- Satellite phones (prohibited without specific clearance).
- Drones without prior clearance.
- Gold and silver beyond declared allowances.
- Maps depicting disputed borders.
Any of these on your inventory is flagged before it is packed rather than discovered at the far end.
Timeline
- Survey and booking: 3–7 days
- Packing and UAE export clearance: 2–4 days
- Ocean transit: roughly 1–2 weeks port to port to Nhava Sheva
- Destination clearance and delivery: 5–12 days
Indian clearance is the variable. An examination is common rather than exceptional, and a vague packing list is the usual trigger.
Delivery
Mumbai and Delhi high-rises usually have service lifts, but they require society permission — the building committee, not just the management company, and that is arranged in advance. Older buildings in Kolkata and Chennai often have narrow stairs and no lift, which means a stair carry priced by floor.
Confirm the access at survey. A society that refuses entry on the morning is a wasted delivery slot and a redelivery charge.
